As the Haitian government teeters on the brink of collapse amid a popular uprising, ex-U.S. Special Envoy for Haiti Daniel Foote insists the U.S. must either send special forces to train a Haitian National Police SWAT unit, or will invade with 25,000 soldiers at an “imminent” date.
