The United States has invested more than $20 million to purchase armored vehicles for the Haitian National Police (PNH) and the MSS as part of efforts to strengthen security in the face of the rise of armed gangs.
According to American journalist Jake Johnston, however, much of this equipment is now "inoperable". .
Quoting UN Secretary-General António Guterres, Johnston reports that "these vehicles are not suited to the Haitian environment" and that they "lack of spare parts has led to the immobilization of nearly half of the armored vehicles".
