More than 7 billion gourdes have passed through illegally.
A striking example: on April 17, 2017, on the order of Jean Richard Pérard, administrative director of ONA, Jean Biden Dubois transferred 400 million gourdes from the ONA account to that of Céant, no. 90030152211, domiciled at BUH, headed by Olivier Barreau.
Today, Céant enjoys such impunity, despite our denunciations, followed by ULCC reports and international sanctions for corruption and gang financing, that he now seeks to intimidate all those who dare to denounce him.
