Le Premier ministre Alix Didier Fils Aimé en visite officielle dans le Sud

Prime Minister Alix Didier Fils-Aimé, during an interview granted to the newspaper Le Nouvelliste and Magik9 during his recent visit to Rome, confirmed the publication of a decree governing mining activities in Haiti. The document, adopted in the Council of Ministers, was published in the official journal Le Moniteur in its Monday, March 30, 2026 edition. Asked about the matter, the head of government stated that the country needed to be equipped with appropriate regulations before considering any investment in the sector.
“The most important thing is to establish the legal framework. This must be done before deciding whether or not mining advantages will be granted. The legal framework must be modernized. The last legal text dates back to the 1970s (Editor’s note: decree of March 8, 1976). In 2026, we are living in a different world,” Fils-Aimé pointed out.
According to the head of government, the publication of the decree will facilitate investments in the sector. “By publishing this text, we have put the legal framework in place. From now on, if a company is interested in coming to Haiti, we have an appropriate law that will allow it to invest. This instrument also enables companies to know what benefits they can offer the country and what they may receive in return,” stated the occupant of the Prime Minister’s Office.
In the absence of Parliament and without any published debate or transparency regarding the adopted decrees, the Prime Minister assumed responsibility for the publication of the decree. “Certain laws deserve to be updated. It is very responsible on our part to do so today,” he commented.
