The veil is finally being lifted on the National Education Fund (FNE), revealing an alarming situation. In the space of 100 days, more than 2 billion gourdes of public funds were allegedly misused under the leadership of Sterline Civile, current Director General of the FNE. In an exclusive interview with our editorial team on Thursday, June 12, 2025, the former mayor of the commune of Cité Soleil, Isaïe Beauchamp, highlighted what he describes as “manifest corruption” within the public institution headed by Sterline Civile.
According to his statements, more than 2 billion gourdes of public funds have been wasted in just 100 days since Civile's appointment as head of the FNE. These resources, initially allocated to financing national education, appear to have been used in dubious, illegal, and extremely worrying practices.
Mr. Beauchamp claims that a secret office was set up at Vivi Mitchell, where cheques were distributed at night.
"The public administration is not operational at night. Why distribute cheques at such hours? This probably seems to be an attempt to avoid prying eyes. This situation raises suspicions and is unacceptable," he said.
Even more worrying, FNE activities currently appear to be at a standstill, with employees being sent home as early as midday in recent days due to a lack of fuel.
"Even the petty coffers are empty. While billions are being wasted, civil servants no longer even have the resources to run a generator. This is unacceptable," said the former mayor.
In his statements, Isaïe Beauchamp highlights a harsh criticism at Sterline Civile, highlighting a total lack of transparency, considerable waste, and a declining institution. According to him, this is a true systematic plundering, concealed under the guise of public policy.
"In the space of 100 days, more than 2 billion gourdes have been spent without any concrete results being achieved. This constitutes an affront to the nation and an offense to Haitian youth," he emphasized.
As our country faces an unprecedented crisis, these revelations highlight the excesses of a system where corruption is intertwined with indifference, to the detriment of the well-being of the population.
