An agreement has been reached between the signatories of the December 21st Accord to designate their representative on the Presidential Council. In a letter addressed to the CARICOM Heads of State and Government, delivered by Mohamed Irfaan Ali, CARICOM's current Chairman, and signed by Vikerson Garnier and Levaillant Louis Jeune, they announced that Dr. Louis Gérald Gilles has been designated as the Accord's representative on the Council.

The letter also states that this decision was taken following a very broad consensus within the majority and minority blocs of December 21, 2022, with the aim of facilitating progress in the process of forming the Presidential Council.

The letter also states that "former Senator Louis Gerald Gilles, fulfilling all the conditions established by the Consensus between the Haitian Stakeholders during the CARICOM meeting held on March 11, 2024, is now the sole Representative of the December 21, 2022 Accord to the Presidential Council".
