Ralph Youri Chevry

The Presidential Council of the transition appointed Ralph Youri Chevry to the Port-au-Prince City Hall as Mayor. Is there a good reason why the former mayor from 2016 to 2020 is back again?
This is the question many people are asking because Chevry was at the head of the Fantome 509 group . A group of former and new police officers who were supposedly demanding better working conditions and wages, but were ultimately destructive group who committed acts of mass murder in the capital.
If leaders of Fantom 509 like Nénèl Cassy and Ralph Youri Chevry return to the political scene again there is a good chance that Fantom 509 will return as well. Moreso because there are many other leaders who were always in the background, such as Pierre Esperance, the director of RNDDH. They are , however, unlikely to challenge power as they stand to gain from the current government..
Chevry was arrested in February 2021 in the Dominican Republic, where he had fled after police allegedly issued warrants for him for murder, attempted murder, destruction of public and private property, and criminal association. Pierre Esperance wrote a letter to Dominican leaders, asking them not to extradite the leader because his life would not be safe in Haiti.
The Minister of Justice at the time, Mr. Lucmane Delile, declared that the Fantom 509 group was an armed gang responsible for spreading terror in the country. It is an outlaw terrorist group!
Keep in mind that armed group leader Vitel'homme Innocent also stated that he was a founding member of Fantom 509 along with Mr. Andre Michel, Ariel Henry, and many leaders of the Democratic Popular Sector (SDP).
