According to information obtained by Rezo Nòdwès from diplomatic sources, Wilner Joseph continued to receive his salary as Minister-Counselor in Santo Domingo until the end of August 2026. When contacted by the newspaper, the Haitian embassy in the Dominican Republic declined to comment on the administrative and salary status of the VIKTWA/PHTK candidate.
Wilner Joseph, designated presidential candidate under the VIKTWA/PHTK banner, reportedly still received his salary as minister-counselor at the Haitian embassy in Santo Domingo at the end of August, according to information obtained by Rezo Nòdwès from diplomatic sources.
This situation places his candidacy in the face of the provisions of the electoral decree requiring the agents and senior public officials concerned to resign or take leave before seeking an elective office, in accordance with the deadlines applicable to their administrative category.
A former Secretary of State under the Jovenel Moïse administration, Wilner Joseph, a member of the Tèt Kale 2/PHTK party, and later a stand-in for the government apparatus, was chosen by the VIKTWA/PHTK political platform following an internal primary election with fewer than fifty voters close to the Prime Minister's office. His previous electoral record was considerably more modest: a candidate for parliament under the VERITE banner in 2015, he garnered only 896 votes.
Can a candidate continue to receive public remuneration during a period in which the electoral decree requires him to have legally left his position? The publication of his resignation or leave of absence letter, along with its effective date, would make it possible to establish whether the VIKTWA/PHTK candidate actually complies with the requirements of an electoral text in the drafting of which he allegedly participated, according to available information, as an advisor and close associate of Alix Didier Fils-Aimé.
