The DEBLOKE Group sent an official letter on Monday, August 18th to Prime Minister Alix Didier Fils-Aimé regarding the ongoing electoral process.
In a press release issued by its communications department, the political organization founded by former President Michel Joseph Martelly stated its intention to draw the Prime Minister's attention to "a set of conditions deemed essential to the credibility, transparency, and inclusiveness" of the election. While reaffirming its full readiness to participate in the upcoming elections, DEBLOKE indicated that its structures are being consolidated and that its members are mobilized. The group nevertheless outlined four major demands:
1. State Neutrality: DEBLOKE believes it is essential that the State explicitly reaffirm its institutional neutrality and guarantee fair treatment for all political forces. He emphasizes that public institutions and government resources must not, under any circumstances, be used to benefit one political actor at the expense of others.
2. Security and Openness of the 149 Communes: The party calls on the authorities to take the necessary steps to guarantee a stable and inclusive security environment, allowing for the effective opening of registration and polling centers in all 149 communes. No territory or category of citizens should be excluded from the democratic process, he insists.
3. Clarifying Articles 153, 387, and 388 of the DEBLOKE Electoral Decree requires careful review of these provisions. The aim is to ensure that the eligibility requirements and the demands placed on candidates are formulated clearly, predictably, and fairly, without the risk of restrictive interpretations or unjustified exclusions.
4. Clarifications on constitutional reform The group requests official clarifications regarding the popular ratification process envisaged in the context of possible constitutional amendments, in particular on its content, timetable and legal basis.
DEBLOKE wishes to clarify that this approach is strictly in line with a logic of constructive contribution to the democratic debate. "It constitutes neither a challenge to the prerogatives of the Provisional Electoral Council, nor a request for special treatment," the statement reads.
The party concludes by reaffirming its full readiness to move forward in the electoral process, while stressing that its credibility rests on essential conditions: an impartial state, clear and stable rules, a fully accessible territory and open and equitable participation of all political actors.
