The Montana Accord's leadership criticize TPC and PM Fils-Aimé, advocate for “a real alternative” to save Haiti

In a letter addressed to the new Prime Minister Alix Didier Fils Aimé, the Bureau de Suivi of the August 30, 2021 Agreement (Monitoring Office - BSA), better known as the Montana Accord, says it is advocating for "a real alternative" to save the Haitian nation.

The BSA, correspondence dated November 30, 2024 and made public on December 4, 2024, is protesting against the government Fils-Aimé, which, it says, is "tainted by the same illegitimacy, the same opacity, the same flaws and the same conflicts of particular interest, in opposition to the national interest".

The BSA reports that it rejected an invitation from Fils-Aimé, dated November 23, 2024, saying that "there is no more time to waste on useless meetings, which can only serve to reinforce this destructive order that must imperatively be changed."

Alix Didier Fils-Aimé was installed on Monday, November 11, 2024 , as the new Haitian Prime Minister, replacing Garry Conille, who was dismissed from his duties by the Presidential Transitional Council (TPC).

Since the eve of the installation of the new prime minister, armed gangs have intensified their attacks in several neighborhoods in the capital, Port-au-Prince, notably in Solino, where houses have been looted and burned.

For several days, bandits from the coalition of armed gangs Viv Ansanm have been trying to take control of the areas of Christ Roi, Delmas 30 and 32, after taking hostage the neighborhoods of Solino and Nazon in mid-November 2024.

Furthermore, the gangs are continuing their deadly advance in the eastern districts of the capital, near the Police Academy , leaving dead, wounded and destruction in their wake, while many houses have been burglarized or looted.

"The time has come to build, with all the forces of the country, a real alternative to save the nation," the BSA stated," while preserving the fundamentals of the Agreement of April 3 (2024)" for a peaceful and orderly transition.

This agreement is the result of negotiations between exclusively Haitian stakeholders, establishes a way out of the current crisis through the establishment of a bicameral transitional executive with a collegiate presidency and a government..

It also lays the foundations for a solution to the structural crisis, through the reforms to be undertaken and in particular through the National Conference, he maintains.

The BSA denounces the refusal of the members of the TPC to apply this agreement and to respect it, accelerating, through their historic betrayal, the deterioration of the living conditions of the Haitian population.

The correspondence goes on to explain that "the non-publication in the official journal and the non-compliance with the terms and spirit of the agreement (of April 3, 2024) and especially their capture of the State, for strictly personal and clannish purposes, constitute a coup d'état against the interests of the nation".

The BSA disapproves of the implementation, by the members of the CPT, of their own political project, even in opposition to the agreement of April 3, 2024.

The presidential advisers "have chosen to deny the national capacities to resolve security problems, which should have been mobilized by the National Security Council, charged by the agreement with negotiating the terms of cooperation with international partners," he protests.

Expressing its commitment to its culture of dialogue and listening as well as to the fundamentals of the agreement of April 3, 2024, the BSA declares that it condemns "the successive coups de force, carried out against the founding pact of this transition, which is still not implemented", while rejecting these political practices deemed unacceptable and harmful for the country.
