Fear is increasingly gripping several neighborhoods in Delmas. According to residents, a new wave of kidnappings has been recorded in recent days in several areas of the municipality, notably in Catalpa, Cassagnole, and Delmas 75. Faced with this situation, many residents are denouncing the weak police presence and demanding urgent measures to restore security.
At 12 Rue Cassagnole, the anxiety is palpable. Darline, a resident of the neighborhood, says she has noticed a near-total absence of police patrols in this area, which is known to be high-risk for kidnappings. “We almost never see the police here. Yet, kidnappings are frequent in the area. People live in fear,” she laments.
This worry is all the greater because Darline works in a bar-restaurant and often gets home late at night. Every trip becomes a source of anxiety for her. "I'm always afraid of being targeted. The kidnappers are very organized. They sometimes use uniforms resembling those of the police, vehicles equipped with flashing lights and sirens, as well as high-caliber weapons. Under these conditions, it becomes difficult to know who to trust," she explains.
A few kilometers away, in the Catalpa area, Landie shares the same concerns. A regular visitor to the area, she believes the reality on the ground contrasts sharply with the authorities' announcements regarding increased security. According to her, the police presence remains sparse and insufficient to reassure residents. "Even in broad daylight, this area remains stressful. Some streets are sparsely populated and have several escape routes that kidnappers can use to make a quick getaway," she says.
The urban landscape of certain areas of Delmas also contributes to the feeling of insecurity. Quiet secondary roads, poorly monitored areas, and reduced traffic at certain times of day, according to several residents, provide fertile ground for criminal activity.
Faced with a surge in kidnappings, robberies, and murders reported in several neighborhoods, residents interviewed expressed their frustration and denounced what they perceived as a lack of attention from authorities toward the most vulnerable areas. They appealed to the Haitian National Police (PNH) and the government to take concrete measures to strengthen security and prevent further tragedies.
