MORN proposes a bicamaral executive with a judge from the Court of Cassation for the next transitional government

With just weeks to go before the end of the Transitional Presidential Council's (CPT) mandate, scheduled for February 7, 2026, the Movement for Reconstruction and National Reconciliation (MORN) is proposing the establishment of a dual executive. Dieupie Chérubin, former senator from the Southeast and member of MORN, suggests that a judge from the Court of Cassation should temporarily assume the presidency.

“When one position emerges, another, and so on. The normal course of action is to put them on the table, make decisions, and follow through,” Mr. Chérubin stated in an interview with Vant Bèf Info. According to him, this approach aims to guarantee the country's security and stability and is not simply a political gesture.

The proposal aims to prepare the country for the presidential elections of February 7, 2027 and to ensure the installation of elected officials from the recent legislative elections, scheduled for January.

 

A multi-stakeholder and transitional approach

Dieupie Chérubin emphasized the multi-party and temporary nature of the solution: “Even after February 7th, we will still need multi-party support.” He believes the interim president must come from the Court of Cassation. “Initially, we even considered a retired judge for this position. The important thing is to offer the Haitian people, especially the youth and the most vulnerable, a realistic and effective solution,” he added.

 

Consultation with civil society and the role of the CPT

For the former senator, any lasting solution must come from Haitian society. "With the solution we are proposing, the CPT remains central. Even if the international community intervenes, it cannot impose a Haitian solution. All decisions must be made by Haitians, in consultation with civil society," he stated.

He concluded: "If the CPT acts responsibly, we can move towards a concrete and lasting solution for the country. Our goal is to coordinate proposals so that each stakeholder can rally their supporters and collaborate for the common good."

As Haiti prepares to take a decisive step in its political transition, Dieupie Chérubin calls on all national actors to act responsibly and adopt an approach centered on the collective interest and the continuity of the State.
