Johnny Raphaël, director of the Caisse d'Assistance Sociale (CAS), was accused by employees of embezzling funds. Employees also denounced him for alleged management practices deemed contrary to the institution's social mission.
A sit-in organized this Tuesday brought together several protesters demanding his immediate dismissal. During the sit-in, protesters expressed their anger at what they describe as the misappropriation of public funds for private gain.
According to several testimonies gathered on site, employees believe that the institution is gradually moving away from its main mission, which is to provide assistance to the most vulnerable segments of the Haitian population.
The protesters consider his management "incompatible" with the fundamental objectives of the CAS.
They accuse the coordinator of favouring a "clique" at the expense of transparency and fairness in the management of the institution's resources.
Meanwhile, the protesters are demanding the reinstatement of civil servants dismissed under the current administration. These dismissals are perceived as arbitrary.
The CAS plays a crucial role in the social protection system in Haiti. According to mobilized employees, however, the institution is "failing to fulfill its mission" under the current leadership.
These accusations of embezzlement and poor governance risk permanently damaging the credibility of the CAS, which is already weakened by a difficult socio-economic context.
The director has not responded to the accusations.
This case could quickly take on a broader political and administrative dimension, especially if investigations are opened to shed light on the allegations of embezzlement.
