Secretary General Albert Ramdin briefs the Permanent Council on the OAS's actions in Haiti

During a meeting of the Permanent Council of the Organization of American States (OAS) held this Wednesday, May 6, 2026 in Washington, the Secretary General of the OAS, Albert R. Ramdin, presented a detailed report of the organization's actions in support of Haiti.

In his address, the OAS chief emphasized the organization's efforts to support Haiti's proposed solutions. According to an OAS press release, he mentioned strengthening coordination among national and international actors, as well as the structured implementation of the Roadmap for Stability and Peace.

On the electoral front, he stressed that the adoption of the electoral decree in December 2025 was an important step. 

According to him, this decision made it possible to move from a phase of intentions to concrete preparation for the electoral process.

Ramdin specified that the OAS, through its Department of Electoral Cooperation and Observation, is supporting the Provisional Electoral Council by providing technical assistance, particularly in electoral technologies and institutional capacity building.

 

Security and operational support

In the security field, the Secretary General stressed that the OAS is now directing its support towards more operational initiatives. 

The organization notably supports the civilian component of the Gang Repression Force (GSF) and participates in strengthening police capacities, specialized training, as well as the development of financial investigations and maritime security.

One of the main tools presented is the Haiti Roadmap dashboard. Designed to improve transparency and monitoring of actions, this instrument aims to better coordinate the contributions of the international community. 

A first phase, focused on OAS projects, is already completed, while a second phase will incorporate contributions from member states.

Haiti's Permanent Representative to the OAS, Jean Josué Pierre, confirmed that this report reflects the reality on the ground. 

He mentioned encouraging signs of improvement in the situation in the capital, while calling for these advances to be consolidated and efforts to be intensified.

He also announced the tabling of a draft resolution entitled "Support for Haiti-led stabilization and strengthening of hemispheric assistance coordination", which will be considered at the next OAS General Assembly.

Furthermore, the head of the OAS announced that the OAS General Assembly will be held in Panama from June 22 to 24, 2026. Prior to this, a meeting of the Group of Friends of Haiti is planned to assess the progress made and to mobilize accumulated support around the defined priorities.

Ramdin also introduced Alberto Föhrig, appointed Special Representative of the Secretary General for Haiti and Head of the OAS Special Mission. According to him, this mission aims to strengthen the organization's presence in the country, facilitate political dialogue, and ensure more structured follow-up on actions undertaken.

The Secretary General reaffirmed the OAS's commitment to supporting Haiti in its efforts to stabilize and return to democracy.
