Several proposals put forward for a way out of the crisis

Following a multi-sectoral roundtable that brought together over 500 personalities, including some from the Haitian diaspora, the International Contact Group for Haiti (GCIH) put forward several proposals to promote a return to constitutional order in the Caribbean nation.

In a resolution adopted by all the stakeholders who took part in the strategic meeting, the signatories called for the installation of a constitutionally appointed judge of the Court of Cassation at the head of power in place of the Presidential Transitional Council (TPC).

The Resolution states that "The magistrate will assume the transition for a short period not exceeding one year with the mission of finding the necessary mechanisms to secure the country by prioritizing its interests; finding the necessary mechanisms to bring internally displaced persons home and provide them with assistance".

"Address the migration problem that Haitians face in the Dominican Republic; set the electoral machine in motion and organize credible general elections not exceeding one year, starting from the installation of the new transitional presidency," it continues.

The signatories of the resolution presented by the International Contact Group for Haiti (GCIH) are Judge Jean Sénat FLEURY, writer, doctor of philosophy, communication and leadership; engineer Ernso MELAY, head of Ayiti-OPA; Ms. Kettly EXCELLENT, head of CEHAH; Mr. Marcus DARBOUSE, of INCIDIAH; and Mr. Patrick AUGUSTE, of MLHA

These proposals for ending the crisis put forward by the ICGH come at a time when many are calling out the failure of the TPC after more than a year at the helm of political power. While the nine-member presidential Committee was called upon to resolve the security crisis and lead the country toward free elections, no strong signal has been given so far showing that the presidential advisors are acting to effectively fulfill these missions.

The security situation has deteriorated dramatically as the Haitian population continues to face an alarming humanitarian crisis. For Haitian nationals living in neighboring countries or elsewhere, the picture is not too different, as they must live with fear on a daily basis. They are at risk of expulsion.

 

The establishment of a “Provisional Council for Republican Validation”

The GCIH specified in the resolution that once the TPC is ousted, a Provisional Republican Validation Council must be established immediately to guarantee the restoration of the institutions provided for in the constitution.

"It will be composed of a representative of the judiciary, a representative of the Court of Auditors, a representative of public universities, a representative of the diaspora, a representative of religions, a representative of organized civil society, and a representative of youth," the Resolution indicated.

"This Council does not hold any executive or legislative power; its sole mission is to guarantee a symbolic and solemn transfer of power in a total institutional vacuum, pending the complete restoration of the constitutional bodies," he maintained, stressing that this structure will be dissolved as soon as the judge takes office.

 

The establishment of a reduced and austere government

In a context where more than one denounces the presidential college which they consider to be “budget-eating”, the GCIH supports the establishment of a reduced and austere government around a competent and honest prime minister, responsible for executing a roadmap with SMART objectives (Specific, Measurable, Achievable, Realistic, Time-bound).

Furthermore, the International Contact Group for Haiti (GCIH) also proposed, among other things, the creation of a Special Government Control Commission to monitor government action; the development and deployment of a national plan to secure the territory, with the support of the diaspora; and the creation of a special humanitarian fund for internally displaced persons.
