In the Immediate... To Contribute to Social Appeasement:
1) Secretary General of the U.N., Mr. Ban Ki Moon, shall issue a statement:
- Apologizing for the inadvertent introduction of the cholera bacterium into Haiti, in October 2010.
- Announcing the immediate mobilization of resources to fight the Cholera epidemic with full intensity over the next 8 weeks. i.e.: the 9000 MINUSTAH troops will be put to work, to help the Haitian government install water purification units, and to assist in the logistics of a vaccination campaign under the aegis of the Haitian Ministry of Health, with the assistance of the Haitian Red Cross and other health partners (Cuban doctors, Zanmi Lasante – Partners in Health etc…). This shall be done in every commune of the 10 geographical departments of Haiti. The water purification units and vaccination kits will be purchased from the newly approved $865M MINUSTAH budget from whence will also be found symbolic reparations to the families of the deceased.
- Announcing the immediate call back of Mr. Edmond Mulet, who will be replaced by a new civilian head of the U.N. mission in Haiti. Her or his primary mandate shall be to plan an orderly and timely withdrawal of all MINUSTAH troops from Haiti, at completion of the vaccination and water system installation campaigns.
2) The President of Haiti, M. René Préval, shall issue a statement thanking the population for its efforts to maintain calm during these times of trial. The President gives assurance he is entering into constructive dialogue with all Haitian political leaders to resolve the electoral crisis in the best interest of Haiti. He shall clearly reaffirm his intention to relinquish power on February 7, 2011, and to remain in the country afterwards, in full accordance with the prescriptions of the Haitian Constitution.
To Resolve the Electoral Impasse:
1) Agreeing with a plurality of the 19 candidates, the President of Haiti, M. René Préval, shall declare the November 28, 2010 elections results null and void. They shall seek and find agreement on the make-up of a new Electoral Council, composed of respected Haitians, including former Haitian Prime Ministers and former Presidents who shall oversee a single round election to be held by the end of February 2011.
2) Between February 7 and the installation of the newly-elected President, the Haitian Constitution shall be evoked to assign the interim governance of the country to Prime Minister Jean-Max Bellerive and his cabinet (Article 149) or to the judge with the highest seniority (149-1). Constitutional experts shall be consulted for advice and the President shall decide on the most appropriate option, given the current situation, and will inform the nation of his motives, with full transparency.
3) The exact date of the election as well as its budget shall be established based on the high objective of preserving national sovereignty and peace. But, President Préval agrees that, in no circumstances, shall he stay in office past Feb 7, 2011.
4) The political parties with natural affinities shall merge efforts to support a single presidential candidate at the February elections. They will confirm their mutual agreements in writing- and wherever it is appropriate to do so, they will make these arrangements public.

Other measures are obviously needed to deal with the longer term issues. These, including the mid-term goal to find permanent housing for the internally displaced and chronically homeless, must be defined and implemented by the duly elected team to come out of the February 2011 elections.
Excerpt: CONSTITUTION OF HAITI:
If the President finds it temporarily impossible to discharge his duties the Executive Authority shall be vested in the Council of Ministers under the Presidency of the Prime Minister, so long as the disability continues.
ARTICLE 149:
Should the office of the President of the Republic become vacant for any reason, the President of the Supreme Court of the Republic, or in his absence, the Vice President of that Court, or in his absence, the judge with the highest seniority and so on by order of seniority, shall be invested temporarily with the duties of the President of the Republic by the National Assembly duly convened by the Prime Minister- The election of a new President for a new five (5) year term shall be held at least forty-five (45) and no more than ninety (90) days after the vacancy occurs, pursuant to the Constitution and the Electoral Law.
ARTICLE 149-1:
The acting President may in no case be a candidate in the next Presidential election.
